At Miami's 46oth precinct, there were 96 ballots cast for only 46 people registered. What could account for this discrepancy?

Well, one innocent explanation is that Elections Central allowed people to vote at that precinct by adding their names to the voting register, having determined the voter now lives in that district.

And then there are perhaps other reasons.
